The Financial Planning & Control division of the Department of Fiscal
Affairs is responsible for coordinating programs and services provided by the
department as well as the budgeting, accounting, reporting and analysis of the
County's consolidated financial information. The division's goals are to provide
clear, accurate and timely financial reporting as well as an annual budget, and
a Comprehensive Annual Financial Report which meet Government Finance Officers
Association certificate of achievement standards. The division also furnishes
assistance to other departments pertaining to financial and accounting matters.
Agencies prepare and submit to this division individual budgets and financial
statements for their respective organization in accordance with County fiscal
policies and procedures. Fiscal Affairs accountants review the information for
reasonableness and compile it with information produced internally and by other
agencies. The information is analyzed and summarized in the budget and budget
message, five year operating and capital improvement plan and quarterly and
annual reports. The division establishes fiscal policy, develops and maintains a
fiscal procedures manual, maintains complete records of all County funds and
accounts, and produces daily, weekly and monthly internal financial reports.
